Why Air Conditioners Remain Unpopular in Heatwave-Stricken Europe? Not Simply an Affordability Issue

Western Europe is suffering repeated extreme heatwaves this summer, with temperatures exceeding 40°C in many regions, triggering wildfires and droughts and causing numerous heat-related fatalities, especially among the elderly. Many wonder why air conditioning penetration stays low in wealthy European countries. The reality goes far beyond affordability or environmental awareness.
Historic climate patterns limited cooling demand. Western Europe features temperate maritime climate with mild summers. Traditionally, residents relied on ventilation and shading to beat the heat. European buildings were primarily designed for winter heating. Statistics show over 61% of household energy consumption in the EU goes to space heating, while cooling accounts for merely 0.8%. Northern European homes adopt tight insulation that traps indoor heat in hot weather, while Southern European buildings adopted passive cooling structures instead of mechanical air conditioning.
Global warming breaks the long-standing balance, yet multiple barriers block AC popularization. Heritage buildings ban outdoor AC units; installation in apartments requires complicated approval from property management and all owners. Renters need landlords’ permission to install cooling equipment. High costs for hardware, installation and electricity further restrain consumption.
Research by EU authorities indicates over 20% of households struggle to cool their homes in summer, and low-income groups face severe health risks amid heatwaves. Cooling appliances have gradually become life-saving facilities rather than mere comfort products. Meteorologists explain stagnant high-pressure systems trap heat over Europe, and urban heat islands worsen extreme weather conditions. Heatwaves will grow more frequent under climate change.
Cooling demand across the EU keeps rising, but widespread air conditioner installation is unlikely. Mass AC usage would create huge pressure on power grids. European authorities prioritize passive cooling solutions including thermal insulation, sunshades and urban greening.
Air conditioning penetration cannot serve as a single indicator of development. It reflects climate, housing structure, income and local regulations. When tackling climate change, Europe needs to update building codes and strengthen public heat protection, balancing residents’ cooling needs and long-term low-carbon goals.
